Q1- I would pick option 1, as Eve needs more support at home and this can be in form of multidisciplinary team. Her daughter is unable to support her efficiently.
Q2- i would choose option 1 as Eve still has capacity and she is able to choose what care she would like to have, also as her Son is far away and it seems as if her daughter is unaware of her needs.
Q3- I would choose option 2, as i believe her house can be adapted more and the black mats can be used to prevent her from leaving the house but not from moving around and getting herself food and drink. Its better than her escaping to the roads and getting lost.
