Q1 I would do the second option and go through the app with him. Like some of my peers above, I would also advise number 3, that he explores the app at home and then asks questions when he’s back with health care providers to clarify them and help him further, if needed.
Q2 I would do the third option, while exercising is always good for any of us, a person like him will need to be monitored at first and the retaking of activities will have to happen as a progression.
Q3 I think the first option is the first one, reminding him of the acronym FAST but option 2 can also make sense he can have help and company at home, as much as his life and that of his relatives allows. In the times where he has to be alone, he could be advised to have a personal alarm in place. The third option could be explained differently and be used him for a bit of reassurance in that he is monitored continuously and how that relates to the chances of having a stroke and the chances to catch the symptoms early enough.
